I cannot use my paypal money although I have received money on my paypal account before. My wallet is not showing any balance.

Do you see a “Money is waiting for you” blue panel on the dashboard page? Click it. You may have to accept the money and set up a Balance account to see a balance.
The money is not lost, it’s held in reserve until you accept the money.
