Fee on received payments and conversion fee

Hi...i received 20euro from a website for doing online review. But paypal charged 1.45 euro as a fee. Then i have to transfer to indian bank account, but conversion rate is 79.2 rupee but market rate is 83.3 rupees. Cumulatively i am getting 17.64 euro in my bank account against to actual 20 euro. paypal charged 2.46 euro for total 20 euro. It is more than 12 %. Why paypal is charging this heavy fee?

PayPal don't go by just the market forex rate that you see online, they add conversion fee to it so it should be about right. Then PayPal charge a fee for users receiving payments.
