The message says nothing about what the changes are. Isn’t it required by law to be transparent in communication and provide at least a summary of changes impacting the consumer?

Thank you for your post! I'm sorry for any confusion. There should be a link to the changes in that email. If you do not wish to click a link in an unexpected email (which is always a sensible precaution), you can click Legal at the bottom of the PayPal website and then scroll to the bottom of the list where the Policy Updates are linked.
