Does PayPal's "Message" service expect us to wait "a few hours" to respond?

I need PayPal to "Release the funds" on a transaction that didn't go through. PayPal has limited personnel because of Covid-19, so apparently I can message PayPal. I did. I sent the "virtual assistant" everything it asked — receipt date, amount, location, everything. It replied saying "When we respond, we’ll send you a notification with a link to the Message Center where you can reply" and that it's going to take "a few hours."
Send me a notification where?
- The PayPal app?
- The website?
- An email?
- A text message?
- A phone call?
Or does it want me to sit in front of the computer for "a few hours" with the "virtual assistant?"
Nothing makes sense again. Is PayPal user-unfriendly because of security? Or is it just the way it is for their customers?
