Disputing claim - seller scammed paypal too

I had a case regarding a $135.00 watch I ordered and never received. The seller provided a tracking number so the case was closed. I have been to UPS and this tracking number was for someone else at a completely different address than mine. This whole thing has been a scam. The seller will not respond to my emails and my package was never shipped. I cannot get any help on Paypal (no response to chat or anything else I tried).  I would like my case reopened as the seller never shipped my item to me.  Does anyone have some advice of how I should proceed?
