"This page cannot be displayed" message when PayPal returning to confirm payment

Don't know if this is PayPal, my PC set up or the merchant.

Trying to pay a magazine subscription for 3 days now. Coincided with setting up a replacement debit card.

Logged in, set up new debit card, deleted old one.

Logged into magazine website, set up subscription, chose PayPal payment option.

Logged into PayPal, confirmed payment. Then it hangs for about 30 seconds then get a message "This page cannot be displayed". The url is the publisher - it seems to be trying to return / confirm a token (PayPalConfirm.aspx + about 30 letters / numbers) and also keeps me logged in to PayPal. No payment is taken.

Thought it was to do with the debit card setup so spoke to Support. The agent said why not set up your bank account - I can do that for you - she set it up and said I didn't have to do anything else.

However,  still can't renew the magazine! Rang them up & asked if they know of the problem - they say no.

I've tried it on another PC and the same problem happens.

Any ideas please?
