If you click on ''Help and Support'' at the bottom of this or any paypal page that takes you to another page where in the big blue band at the top is the email and phone options.
But i would not bother to use the email option as you either get a generic reply or you wait 2 weeks or get nothing.

You can send them a personal message from their facebook or twitter pages.
