If there has been a payment initiated to be debited from your bank account, we don't have any authorisation to cancel the request for funds from your bank. It is only your bank that will be able to refuse the payment to PayPal.
Even if you contact your seller and they refund the payment, as the payment has already been requested, it could still be debited from your bank account using the direct debit in place between your PayPal account and your bank account if your bank account is confirmed with us.
