Wild Apricot Paypal Express issues

I'm having people sign up, however when going to payment page it's coming up with payment failed due to technical issue.

However I have tested this with my own account and it works, but most other people attempting to sign up, this isnt working. 

In my payments its showing automatic payments being setup, then automatically cancelled.

Any ideas?
