Hello,
I have Website Payments Standard and on my website I take recurring billing for subscriptions.
Can I take credit card/debit card subscription payments from customers who do not have a PayPal account?

Not with Payments Standard. It is possible with Payments Pro.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
