Hello, I'm about to purchase Picarto.tv Premium (Reoccurring 9.99 monthly) but everytime I click the purchase button using my PayPal a message will appear. "To complete this payment, add a debit or credit card to your PayPal account. Your card will not be charged unless the transaction amount exceeds your balance."
I have been using my PayPal account for years now and have never once encounter a problem like this. I have a reoccuring subscription before and it works without problem. I have a card verified and a balance of $40 in my account. I don't understand why my payment won't get through with that message prompt out whenever I check out. Can you help me out? Thank you.
