Paypal's Unjust Payment Reversal Investigations

This is absolutely ridiculous..... I have a membership based website with recurring monthly payments. Every now and then, a member who does not want to continue the recurring payments instead of canceling them on Paypal or contacting us for a refund, they submit a FALSE claim of "unauthoarized or error transaction", which Paypal is very much aware of. Then Paypal sends us an email requesting our response and when we go to respond on Paypal, it only asks us if we have SHIPPED or are going to SHIP the product or REFUNDED the money. First, we have no products to ship and Paypal knows that and prevents us from making a relevant comment in opposition. Second, when a case is being investigated, Paypal prevents us from issuing a refund but then asks us if we issued a refund. Talk about an unjust and an incompetent investigation process......
