I recently linked my bank account to Paypal. It said it will create a direct debit on my bank account. What does that mean? Does it mean that Paypal will charge me regularly?

No.

To add or withdraw funds between paypal and your bank account you need a direct debit setting up.

The same as you do to pay your electric, water, and other bills. They can only deduct if you have the direct debit mandate set up.

The money that will show will always be the LAST seller that you paid.

So eg in my online banking next to Paypal is £30 but thats not a regular payment its the last person I sent money to from my bank account via paypal.
