Back funding source uses old debit card instead of new

Backup funding source uses old debit card instead of new confirmed card.

I'm trying to send someone a payment that is taking funds from my paypal balance and debit card.

When I try to send the payment it uses my old card (That I cannot remove) instead of new for my backup funding.

It also doesn't show up in the "Paying instore" option.

How do I combat this? Its driving me up the wall.
