Zoning flat rate shipping?

I sell books which are all identical, and which I ship in USPS Priority Flat Rate envelopes. I would like to charge a flat rate.

 

Only problem is Priority mail has 3 different price structures - the USA, Canada and Mexico, and the rest of the world. I can set a separate price table for each, but have no way to ensure that the customer picks the right one, as the options for the name of the service offered in the pull down menu to not differentiate between Can/Mex and international and are not customizable

 

. As I understand it, if I went by weight the price would be linked automatically to the destination, but there doesn't seem to be any way to do that with flat rate.
