USPS Discounts Ebay vs Paypal

Ebay has now rolled out a Commercial Discount program for Top Ebay Sellers.  These discounts are applied when using EBAY LABELS.

Obviously Ebay Label program is far inferrior to Paypal Multi-Ship. 

Being that Ebay/Paypal are essentially the same company....when will Paypal Multi-Ship reflect the discounts as well?

I found the same issue out this weekend!  The farther away the address from my shipping location, the greater the discount.  On the items I am shipping via USPS Priority within my zone, the discount was $0.08 per package but some packages I shipped to the West Coast were discounts over $1.00!  Please Paypal, hurry with the discounts on Multi-Order so I can start shipping Paypal again.
