Paypal option for creating shipping label has dissappeared!

When I logged into paypal this morning to create a shipping label, the option to create that shipping label was no longer available. Instead it just says issue refund. Is there a glitch going on right now with paypal?

Depends how the money was sent...Gifts/Services/etc dont have the option to print a shipping label!
