I found out that "Flat Rate Envelope" will cause USPS to return the package to sender, since a padded flat rate envelope costs about 15-20 cents more postage. There is no option for a padded flat rate envelope in the Paypal Multi-Order shipping tool, though. I'm going to have to go to the post office tomorrow and give them 15 cents to ship this package.
I can't seem to contact Paypal directly about this issue; does anyone know a work around or how to contact Paypal with this issue?
