Multi order shipping broken for over a week

I have been attempting to ship via multiorder shipping for a week now. Every time it goes through the step of obtaining tracking info and printing labels, I get a repeated message: "PayPal Shipping is not available. We apologize for the inconvenience. " Usually when that happens I would log off and try later. But every time I try it fails.

 

I've used four different browsers on three operating systems: safari & firefox on mac, firefox and IE on windows, and chrome on linux. Nothing is working. I don't believe it's a problem at my end. What is going on? This is seriously cramping our ability to get work done because we then have to go to a competing service (stamps.com) and upload orders, then dink around waiting for that to work. This issue is critical for us and I don't know where to turn.
