Multi order Shipping- label problem

I attempted to use the multi order shipping label feature. After entering all information and going to "print and pay", and waiting for the label to generate, I received a screen message that "paypal is not availalbe, try again later". After many attempts, still unable to receive label to print. I notice in my history, there are labels listed for each attempt, but the status is "Failed". I can not reprint or void any of those failed attempts (but, each has a different USPS tracking #). Will I be charged for these labels? I did not receive any label to print. No postage charges have shown up on my Paypal account yet.
