Matching Int'l rates in PP to rates where product is shipped from

Greetings,

I'm using PP as my payment processor which includes setting up the shipping rates.

I then place the order that arrives on the website where the product is produced and shipped to the customer.

How do I plan for all the different types of international shipments that could occur? (countries, methods, quanties etc.)

I have no clue how to proceed, so all help is appreciated.
