Followed instructions to redo UPS info but does not work.

I followed sopias instructions many times by deleting (removing ) my ups inforamtion and then i tried adding a new account.  I keep getting the error of this user id already exists and wont let me add now even trying re-entry of my real UPS account info.  I have even tried different variations of my name etc.  I am no going on 2 years of not being to be able to ship ups via paypal.  did they fire the person in charge of fixing this?  I I don't perform at work I get fired and I do work for multi billion dollar corporations.
