Bedding up Shipping Costs

When someone orders from my store I don’t want them to have to pay multiple shipping costs, is there a way to bed it up?
IE: Someone goes to my store and orders a few of my decals.
The cart currently handles orders like this
Decal A $2
S&H $1
Decal B $2
S&H $1
Decal C $2
S&H $1
Total $9
The way I would like the cart to handle the order would be
Decal A $2
Decal B $2
Decal C $2
S&H $1
Total $7
While I’m not opposed to profit, it just doesn’t seem fair to my customer.
Is there an automated way of bedding up the shipping costs with Paypal merchant services?

I think you'll have to call Paypal on this - the number comes up when you click on 'contact us'.
