Sending funds to someone else's bank account

Is it possible to send my paypal funds directly to another person's bank account (in order to pay a debt I owe them) if they do not have a paypal account?

Welcome to the PayPal Community Forums.  I can understand wanting to provide the funds to a friend.

Any funds you decide to send to a friend can only be delivered to a PayPal account.  At this time we do not have the ability to send funds to someone else's bank account.
