Sending Limit problem

I got a paypal balance because a friend transfered me some amount of money.

I want to use it to purchase an item. but for me to reset the limit, I need to add funds either debit/credit card.

My problem is, it is IMPOSSIBLE for me to add funds because I'm not in the US. although my paypal is a US address, I was able to use it last 2008 and back then I was in the US for few months stay and I had a debit/credit card then. but the same debit/credit card I used before has been closed already.

Can you suggest hI resolve this issue, I tried to transfer back the money to a friend who transfered it to me but still the system won't allow it.

Welcome to the boards!

Here's what I think would be best for you:

1)  Use the "Issue Refund" link in the transaction details to send the funds back to your friend

2)  Close your US based account (since you don't have a US residence)

3)  Open the correct country account

4)  Have your friend send you the money again
