Bidding problem

On some eBay auctions it won't let me bid because it says I don't have a linked PayPal account. This is confusing because I just bid on something and paid for it. Does this mean the seller is scamming?

Some sellers list items requiring immediate payment via paypal, and if you don't do this then the item remains available for others to buy.

It does not mean they are scamming at all.

If you have a paypal account then I am confused as to why you are getting the message. Is you ebay i.d. linked to your paypal account?
