Add ANOTHER card before you can buy this... Why?

I'm trying to make a purchase from a large, reputable site that I've used a number of times prior, but this time (it has been a few months) paypal is saying I must add a new credit/debit card in order to make the instant* payment. I still have my previous debit card AND confirmed bank account, it is specifically requesting* a card #2! which I don't have. I'm not putting this on credit, I have the money in my bank, why can't I just use it?
*There is no other option at all; this, regardless of wording, is actually an absolute requirement.

I've 'solved' the issue by just giving the payed site the details of the debit card paypal already had directly, avoiding using paypal, which for the time seems intent on not letting me actually use them.
