why is it so difficult to contact PayPal to resolve a problem?

I have tried to buy products using a visa debit card I have associated with a verified bank account but the error message, card details incorrect keeps appearing preventing me from buying these items. The details have been entered correctly, the billing address is correct, can anybody suggest a solution before I abandon my PayPal and eBay accounts completely as they are of no use to me if I can’t pay for anything I want to purchase

Welcome to the community. This sounds frustrating, if you are getting an error message saying your card details are incorrect at checkout then it sounds like you have not registered this card to your PayPal account. You should find details on how to add your card Here. We accept most cards with the Visa, MasterCard & AMEX logo.
