Is there a way to send money to my paypal account that is NOT through a credit card or bank account

You can't add funds to your paypal account in the UK via a card only a bank account linked to your paypal account setting up the direct debit mandate.

Failing that you can have funds in your balance when someone sends you some to your balance ie you sold something.

BUT you can't use funds in your paypal account balance unless you have a back up card linked to that paypal account as well.
