If you and money to someone are they able to get the cash somehow or do they have to use PayPal to pay their bill. I'm going to send some money to a friend to help pay a bill and the company doesn't take PayPal payments only cash or money orders.

Any money you send will go into their paypal account balance, they can then withdraw it to any bank account they have linked and verified to their paypal account via the direct debit mandate.

You can't withdraw funds to a card in the UK.
