AAAHHH!! I'm trying to gift some money to someone why is it asking for a fee??? i thought it was meant to be free?

You only incur a fee if you choose to pay with a credit or debit card. Funding the gift from your PayPal balance or bank account is free.

PayPal says that fees are only charged for gifts if money need to be transferred from credit card or bank account. However, I have tried this many times and PP still charges fees even when funds are there.
I think it is a bug in the software.
Can someone from PayPal perhaps chime in and clarify this?
