OPI have been asked to donate a small sum of money to a service provider, in return for a service. The provider is asking for my paypal email name so that he can request this payment. Is this normal practice and is it safe?

Your paypal email address identifies your paypal account, he can't send money to your paypal account if he does not know it.

That's fine, but I'm not receiving money, I'll be sending it. I'm new to this, but I'm summising that the provider will request payment from paypal and I will have to authorise it?

Sorry meant he can't send you a request for payment if he does not know the email address to send it to.
The seller will send a 'money request' or an 'invoice' and you then pay it.
