well im using paypal since 2015 and i never got this error before, so i sold my steam account for 24$ and got the money to paypal and now im trying to buy something from steam and this error keep pop up every time for 2 days.

anyone can maybe help me to fix this out? im tired of this

Do you have a back up card linked to paypal and is it in date?

Only sometimes paypal does not let you use funds in your paypal balance for virtual transactions unless you have a back up card.
