I have just received a payment for an item, suddenly I find I havent received the FULL amount as paypal has slapped a fee of £9.24, on the final invoice, so I am nearly a tenner down on the amount I expected to receive, I thought a fee was only due to poss change in monies from one country to another...so why the seller and buyer were both in UK?

How do you think paypal manages to pay its staff at the end of the month? They don't work for free I doubt.
You pay a fee for every payment you receive and in the UK that is 3.4% + 20p.
They are not a charity and you have to pay for their services.

If you are selling items then you pay a fee regardless of how your buyer funds their payment.
You pay a fee to be able to receive instant payments from buyers processed for you via paypal.
