Why I can't receive payments?

Why I can't receive payments ? I have created an account, I have confirmed my e-mail, I have confirmed my Debit Card but I still can't receive payments. When I try to send a "Request Money" it says "As a send-only account holder, you you can't receive payments, please set up your account to receive payments" but I have already set up my Debit Card. when other users try to send me money it says "This user can't get payments". I have opened this account in Albania and I still live in Albania. So,can I have an answer and maybe a solution for my problem ?

I am sorry to hear that you are having these issues. If your card is enabled to receive money, you should be able to accept payments. If you need a follow up on this, the best option would be to contact us from the Contact link at the bottom of your PayPal account.

Yes, my card can receive payments but my PayPal account can't. I have already contact them. Why I need a card to receive payments when PayPal say that you can receive money just with an email confirmation ?
