What difference is between send money from system and donation button?

Hi,

I wanted to set up the paypal donation button for business account but I found problem, durion donation system said - "Currently PayPal accounts in Georgia are only able to send payments. This recipient is not eligible to receive funds". I was surprised because when I tried send money from "Send payments",  it was successfuly, but from donation button - not  😞

In my country (Georgia) PayPal account is eligible to receive funds

Is there any restriction? Can anyone help?
