Unable to send Payments through Paypal balance

I am trying to send someone payment through my Paypal balance but I am unable to do so. Its asking for my card details for sending the payments. Please let me know how to solve this issue.

If you currently have funds in your PayPal balance at the moment but they are not being used towards a payment, it sounds to me like the funds currently in your PayPal balance may currently be on hold.
