Hi, I have some euros on my uk paypal account, instead of withdrawing can I send it to someone in europe without fees?

Buyers don't pay fees .....sellers do.

If you use the family / friends option it is free from funds in your paypal account balance.

As long as you are paying in euros to someone that accepts euros there should be no curency exchange fee BUT not sure about cross border fees, you would need to double check with customer services.
