Thanks for posting on the Community Forum and sorry to hear about this.
It sounds as though PayPal's attempts to charge your bank for your transaction were declined. Sometimes when this happens, your bank may place a reserve on the declined amount, in case the payment is attempted again.
In this case, I would recommend contacting your bank directly and asking that they return the amount to your balance. This may also happen automatically within a few days.
