Hi I have returned an item which I bought on ebay and the seller has refunded the amount but on my paypal account it say the refund is pending until the 5th of August what does this mean?
A seller can only issue a refund via funds in their paypal balance or an echeque.
So if they have no cleared funds in their paypal balance they use an echeque which has to clear through to the sellers paypal account and then it is credited to you and the hold lifted.
This is because paypal don't "refund in advance" like they do when you pay for an item.
