Pending transfers

I had $100 sent to me PayPal took $3.20 for the fee yet the $96.80 is pending..why can't I use my money??

Are you in the UK or US as you are talking in dollars?

Have you got dollars set up as a receiving currency?

Was it an Ebay transaction or private transaction via Paypal?

Is there a clearance date when you click on it and if so what is it?
