I have bought something and I want to pay with PayPal. The guy is saying pay me through friends and family. If I do this and I don't get the item or its faulty I'm I protected through PayPal to get my money back?

NO you will have no paypal buyer protection AND you and him will be breaking paypal rules in selling and paying that way.
Scam sellers often ask you to pay that way so you don't have any buyer protection AND to evade paypal fees.
Personally i would walk away.
Advice is voluntary.
