Payment held for 21 days for review

I'm not a seller thru eBay or not shipping any goods but I offer services meaning I should wait for 21 days to receive all my payments under this transaction type moving forward? There might be a better way to handle this type of review otherwise freelancers might just need to look for alternatives. Ive done the recommendation marked the transaction as completed though. I need help with this... Anyone?
