No funds when I want to withdraw?

Ok, so I have around £23 in my account from a sale in eBay. I want to withdraw this to a bank account, but as soon as I get to the withdrawals page it tells me I have  £0.00 in my PayPal funds and won't let me withdraw to my account?

Any help would be appreciated.

Does it say it is pending or on hold at all?
