My customers cannot send money to my account

I have a subscription service on my website and recently my subscribers have been having issues with the completion of their payments.

Paypal customer rep suggested that I change the buttons which I did. However, customers signing up still receive the following message:

Your recipient is not able to receive funds at this time. Your recipient must first set up his or her account to receive funds.

How do I get this fixed?
