Missing Payment

On 6 October I received a payment which although is showing as having been completed was not credited to my PayPal balance. I have made 6 phone calls and 12 emails and all I get is that there was a technical issue, they have now fixed it yet this payment has still not been credited to my balance. Every time I contact them it's the same thing and they cannot tell me a timeframe of when I will receive my money. I just don't know what action to take next. I have made a complaint but just get the standard cut and paste apology.
