Is it possible to invoice someone via paypal, and if you can and they do not pay that invoice, what happens?

if they don't pay then don't send the item.

Thank you for your reply, 'if they dont pay, dont send the item', but that is not what was asked.

The question was, and is, if you send an invoice, and the person does not pay that invoice, what happens?

Well you can't force someone to pay it, so if they don't pay then thats the end of the transaction and you don't send them their goods.
