Instalment plan has not worked, keeps saying PAYMENT SKIPPED

Hi. I put together a paypal instalment plan for a new customer. 4 Payments over 4 months, with an initial deposit before send the products she wanted.
The deposit was paid no problem using the instalment plan. Fast forward 1 month and when her second payment is due I get a paypal email saying PAYMENT SKIPPED try again in 5 days. That one skipped too. Now we are in month 2 and same thing.
Client has refused to reply to any email or letter written to her and she has now blocked off facebook too. She now owes me nearly £400!!
I thought paypal would protect us sellers for things like this 😞 I assumed that paypal would automatically deduct the money from her bank like a direct debit.
So am I out of pocket or is there a way for me to report her to paypal for fraud??
