I sent money to the wrong PayPal account.

In a brain-lapse moment yesterday I believe I have sent money to the wrong PayPal account. I sent the money from my bank to this PayPal account assuming it was mine, however I have yet to receive the money in my PayPal account. Alongside this, my bank is showing the transaction as being completed. Does this mean that a PayPal acocunt has in fact received my money and if so is there any way I can get the money back or get into contact with the owner of the PayPal account? Thanks in advance.
