Have balance on Paypal, trying to send money, get refused- why?

I was instructed to refund someone money "after 60 days" using the Send Money option and to pick "friends/family" as I am not paying for anything- I am REFUNDING money.

 

I have plenty of cleared funds in my Paypal account (and even if I did-  I have a verified account with linked bank account etc etc).

 

I try to send the money only to get told "We're sorry, but we can't send your payment right now." without any option to find out why.

 

I note that there is a note about how it would cost me a fee if I used my bank account but no fee if I were to use my Paypal balance.  This is unusual but there is nothing there to indicate that it is part of the problem (because I have plenty of cleared funds in my Paypal account).

 

Given that this is something I have been instructed on how to do by eBay and by Paypal, and the other party is waiting for their money this is very unfortunate.

 

What could be going on?  A glitch?

Thats Ebays hold not Paypals.

2 separate companies with 2 separate policies for holding funds.
